A method and apparatus for evenly dispersing trace quantities of biologically active chemicals encapsulated in a micro-dispenser which utilizes a rotating applicator (22) device. The apparatus includes a hopper (20) for the dispenser and means for moving the dispensers to the applicator device. A "sticker" substance is mixed with the dispensers. In one embodiment the applicator device consists of a rotating cone (16) and the dispensers are deposited on a surface of the cone for dispersion. In another embodiment, the applicator consists of a rotating drum or wheel for contact application of the dispensers to living organisms.
