The paint or enamel coating, for electronic equipment, esp. computers, is electrically conducting and has a resistance of a few hundred kiloohms. the conducting coating and the capacitance of the e.g. electrostatically-charged person from an RC circuit whose time constant is considerably larger than it would be without the coating. At the same time the coating forms a voltage divider with the casing so that only small voltages and currents flow away via the casing but which are still adequate to totally discharge the person, thereby protecting charge-sensitive electronic device (esp. MOSFET circuits).
