A high temperature capability, water soluble polyester resin solution is made by esterifying an admixture comprising: an organic, aliphatic dihydric alcohol, an organic, polycarboxylic acid containing major portions of aromatic tricarboxylic acid, an organic, aliphatic dicarboxylic acid, and tris (2 hydroxy alkyl) isocyanurate; and then adding an amount of organic solvent effective to provide a solution; wherein the esterification is continued until the acid value drops to from 35 to 45 and wherein the mole ratio of OH/COOH = 1.1 to 2.0.
