PURPOSE:To utilize user's estimation and judging ability in accordance with a user's technical level in performing plan framing by previously dividing a whole plan framing procedure into detailed processes and inputting execution processes required from a user in order to select the processes for performing every step of plan framing. CONSTITUTION:Process managing dialogs 15 allow the management of present performing processes to belong to an automatic managing part 16 by a plan reasoning function of the system in accordance with dialogs with a user, for example, it is made automatic management of a process 1A, or allow to belong to a user dialog managing part 18 by inputting of user himself in accordance with expert knowledge of the user, for example, a user management 19 of a process 2A or another user management 20 of a process 3A is determined.
