PURPOSE:To improve reliability and working performance in fabrication by forming a resin layer which is broken without opposition at the initial stage of swelling of a bag, on the outer surface of the bag folded, and performing self-retention of the bag due to resin layer. CONSTITUTION:The high pressure gas sent into a supporting frame 4 from a nozzle 1 is blown-out into a bag 6 through the opening 2 of an injection plate 3, and as a result of this, the bag 6 itself breaked through the weak part A of an outer cover 8 and swells instantaneously. At this time, a resin layer 7 is, at the initial stage of swelling of the bag 6, stretched and broken without opposition, and the outer cover 8 is directly destroyed due to the swelling of the bag 6.
