A cationic, water-soluble, storage-stable, methylamine-epichlorohydrin polymer is prepared by reacting a quantity of a methylamine-epichlorohydrin polymer which is well below its gel point with successively added small amounts of epichlorohydrin until the polymer nears the stage at which it is an irreversible gel, and then reacting the polymer with sufficient methylamine to inactivate substantially all amine-reactive epichlorohydrin residues present. At least the last step of the reaction is performed at a temperature at which a partial depolymerization of the polymer occurs.
