The mechanism is fitted with strong and weak springs (17, 25). One end of each spring is fastened to a connecting element (10) which is fitted rotatably in the shaft. The other ends (18, 24) of the two springs are attached to the frame (32) and to the shaft respectively. A device is provided which during winding in of the belt disengages the stronger spring blocking the connecting element either in relation to the housing of the mechanism, or in relation to the shaft.
