A water soluble, reactive binder comprises >=3 units of (A) halogen free polycarboxylic acid mixts., (B) a salt forming material chosen from alkali(ne earth) metal and quaternary ammonium salts, organic bases and/or NH3, (Cl) OH contg. polymers and/or (C2) epoxy cpds. The binder hardens at low temps. and has high mechanical strength and chemical and light resistance. The binder has good storage stability and is used as a lacquer esp. an electroimmersion lacquer for metals. The lacquer has good adhesion and high weather stability. The compsn. may also be used in sealants, mouldings, foams, insulation varnishes and street markings.
