PURPOSE:To start communications at a low picture quality, to increase the number of connected channels while an idle line is grasped at any time and to improve picture quality by placing a call at any time if the number of connected channels is insufficient and increasing said number. CONSTITUTION:Prior to communications, a line connection circuit 5 places a call and connects plural telephone lines to the same device on a communication other party side. Then the circuit 5 notifies a variable speed picture encoder circuit 3 and a variable speed picture decoder circuit 4 of the number of currently connected channels. If the line is busy and the number of channels is smaller than that of required channels, the line connection circuit 5 calls again at appropriate intervals, and increases the number of connected channels. The variable speed picture encoder circuit 3 codes picture signals from a television camera 1 to a code speed corresponding to the number of currently connected channels, and transmits the encoded signals to the line connection circuit 5. It distributes and transmits the encoded signals to the plural connected channels.
