The arrangement is used to cut profile, rod or strip material while it is continuous travelling through the arrangement. The arrangement incorporates a cutter carrier in which an upper and a lower cutter are mounted. The cutter mount is moved and accelerated by an actuator till it travels at the same speed of the material to be cut. The cutter mount is moved between two flywheels. The circumferential speed of the flywheels is equal to the linear speed of the material to be cut. Pads on the cutters engage with the flywheels and are pushed inward when the cutter passes between the wheels.
