In a water closet which was made available with a small amount of water, in a smaller space & at a lower cost, an actuator connected to the pan actuable for closing or opening the discharging port and to the water flushing means having a ball valve, was selectively operable either for moving the pan to its opening position & simultaneously actuating the flushing means to discharge flush water or for actuating only the flush means to diliver a desired quantity of water to the pan maintained in its closed position.
