PURPOSE:To realize a highly reliable traffic control system by securing the outgoing control over a wide range and then incorporating the high-degree decision of man into the system in addition to the decision of machine. CONSTITUTION:With detection of the congestion via DET added to the exchange of LS, the known multi-frequency code is used to CONT to transfer the congestion information. Receiving the congestion information, CONT compares the subscriber number and its frequency beta through which incoming register group full busy time rate alpha in the information and the busy frequency of a prescribed circuit within a fixed period are observed with preset congestion detection threshold level alpha0 and beta0. If the congestion is decided through the comparison, CONT delivers the prescribed control rate gamma0 to then inform it to TTY and CONT-A to CONT along with the information received through DET via the existing data transmission system, a and at the same time transmits the outgoing control information to RCIE.
