<p>PURPOSE:To eliminate time for both rollers rubbing each other, reduce wear of rollers and keep double paper sheets feeding prevention mechanism to work for a long time by providing a pad-roller activating mechanism which rotates a pad-roller until the tip of paper sheet reaches the nip position of carrying roller and pad-roller even after the carrying roller has started to rotate at the paper sheet feeding start time. CONSTITUTION:When a carrier roller 33 starts to rotate in the direction to feed paper sheets as paper sheet feeding signal is input, a pad-roller 34 also receive a driving force in the same direction along with the rotation of the carrier roller 33. When a drive is applied from pad-roller 34 side in the paper sheet feeding direction. Since pad-roller 34 and first lever 37 of activating mechanism go in mutually connected state with the action of a one-way-clucth 38, the pad-roller 34 and the first lever 37 rotate in the paper feeding direction as much as the size of V1 which corresponds to the size of notch 44a of a link lever 44.
