PROBLEM TO BE SOLVED: To obtain a developer carrying member with a hard plating layer formed by electroplating, free from an abnormal metal deposit and having high precision surface roughness by forming an intermediate plating layer by electroless plating on a substrate before the formation of the hard plating layer. SOLUTION: The developer carrying member has an intermediate plating layer P1 formed by electroless plating and a hard plating layer P2 formed by electroplating on a substrate S. The thickness of the intermediate plating layer P1 is preferably >=3μm from the viewpoint of the trapping of the fine surface protrusions and cracks of the substrate and <=30μm so as to allow the prescribed rugged shape of the uniform substrate to appear to the surface of the plating layer. An Ni-P layer is particularly preferably as the intermediate plating layer P1. The preferred hardness Hv of the hard plating layer P2 is preferably >=300, more preferably >=500 from the viewpoint of wear resistance. The hard plating layer P2 preferably comprises Cr, Ni, Pt, Rh or the like, in particular Cr whose Hv is >=600.
