An optical fiber preform manufacturing method and a low water loss optical fiber manufacturing method using the same are provided to minimize the penetration of hydrogen into a core by drawing a first optical fiber preform with a heat source that does not use hydrogen. An optical fiber preform manufacturing method is composed of steps for growing a first soot preform on a starting member along a longitudinal direction of the starting member by soot deposition(S21); dehydrating the first soot preform(S22); obtaining a vitrified first optical fiber preform by sintering the dehydrated soot preform(S23); drawing the first optical fiber preform by heating the first optical fiber preform with a heat source that does not use hydrogen(S24); obtaining a second soot preform by growing an outer clad on the drawn first optical fiber preform, through soot deposition(S25); and obtaining a vitrified second optical fiber preform by dehydrating and sintering the second soot preform(S26).
