An emergency reception terminal based on the Internet and an emergency reception service method in the emergency reception terminal based on the Internet are provided to offer emergent situation alarm information by using Internet TV or Internet phones of users in a certain region if an emergent situation occurs in the region so that the users is able to recognize the emergency situation quickly. A storage(301) stores firmware for driving an Internet phone, and stores emergency reception data corresponding to an emergency reception signal. A key input unit(303) enables a user to input a key signal such as a number. A controller(305) switches an Internet phone mode into an emergency reception mode by responding to an emergency reception signal inputted from a computer device so that the Internet phone operates in emergency reception mode. A driver(307) enables a luminous unit(309) to flicker under control of the controller(305), and outputs a buzzer sound by operating a buzzer(311).
