A communication system for the deaf through voice recognition is provided to enable a normal person to transmit the person's thoughts to hearing impaired by text through voice recognition, while the deaf person can express the person's thoughts by voice by inputting text. A normal person's voice is delivered to a fixed terminal(12) through a voice input device(11) of the terminal(12), and the terminal(12) sends the voice to a ubiquitous server(14). The server(14) recognizes the inputted voice signal to convert the signal into a text file, and vibrates a portable terminal(13) of a deaf person to notify the person of the signal, then displays the file on a display window of the terminal(13). When the deaf person inputs the person's thoughts with a text input device of the terminal(13), the terminal(13) sends the thoughts to the server(14). The server(14) outputs voice corresponding to the thoughts to a voice output device of the fixed terminal(12).
