An ideal billing system is provided to prevent stealth of a resident registration number by assigning a recommendation right to only the user completing payment and induce voluntarily participation by giving a discount benefit to the user recommended by other users. An ideal billing system includes a website for enabling the user to conveniently understand the number and ID information of recommended persons. The website assigns the recommendation right to the user completing the payment. The website restricts the maximize number of persons recommended by the user having the recommendation right. |
