An apparatus and a method for controlling the connection of a modem capable of providing optimum communication environment are provided to control the amount of signal process load by time interval updating the connection method of a modem. A transmission unit(320) transmits a modem command requesting connection data to a modem. A receiving unit(340) receives connection data from the modem. A setting unit(360) sets up the access method of the modem based on received connection data. The transmission unit transmits the modem command designating the established connection mode to the modem. Connection data includes data showing a line state between NAS and the modem. The connection data includes the quality of the line and data transmission/reception speed. The setting unit determines the line state based on received connection data.
