The telephone exchange switching panel is controlled by a central program control and by an operating position to which signal transmission devices can by connected, while transmission devices with registers can be connected to the switching panel. The registers (REG) and the signal transmission devices (NUE) have switches (bm, br) marking their engagement state. They can control a central program control (PST) evaluating device (M, R) so that a blocking signal is delivered in the transmission devices (FUE1, FUE2) when a central program control (PST) requests engagement of a transmission device (FUE1, FUE2).
