The tool carrier has a body which carries a cutting bit holder. The holder is capable of pivoting on the body to move the cutting bit towards or away from the axis of rotation of a workpiece to be cut. A restraint portion limits the pivotal movement of the holder. An eccentric portion cooperates with the holder to cause adjustment of the holder in a direction which is a tangent to the axis of rotation of the workpiece. Preferably the holder is mounted on the body by a pin extending between the holder and body.
