The stop and throttle valve has inlet and outlet passages with a rotary plug between them incorporating an opening, so that depending on the setting it masks part of one or the other of the passages. One of the passages has a resistance body (2), with a number of passages through it, and an end face (3) against which the plug bears. The body can be formed by a bundle of tubes, or a packet of metal sheets separated by distance pieces. Throttles can be formed in the tubes or sheets, typically by transverse ribs or edges bent over.
