This invention is directed to a corrosion inhibiting composition and to a process for inhibiting corrosion and the deposition of mineral scale on metal in aqueous systems which comprises adding to the water effective amounts of citric acid and/or the alkali metal salts thereof or combinations of a metal molybdate with citric acid and/or an alkali metal salt thereof and at least one amino methylene phosphonic acid or a derivative thereof.
