PURPOSE:To rapidly and accurately issue a card by transmitting card issuing data obtained from a customer to a master device, and when an issue permission including necessary data exists, adding other necessary data to the card issuing data, using the added data as they are, and issuing a card from a card writer. CONSTITUTION:An operator inputs card issuing data obtained from a customer in accordance with display. After the end of the data input, communication with a host computer is executed and the host computer decides whether an account is to be opened or not. In case of opening the account, a new account number or other prescribed data necessary for the issue of a card are formed and the data are transferred to a card issuing device. At that time, issue permission is generated from the host computer or not is decided. When card issue is permitted, a processor 1 supplies the inputted card issuing data and other prescribed data sent from the host computer to the card writer 10 as card writing data.
