An electro magnetic circuit for use in actuating relays comprises a driving coil (80) wound on a core (70) the ends of which bear frame members (44)(54)(64). The frame members extend beyond the coil periphery and turn inwards forming lugs (41)(51)(61). A permanent magnet (10) sandwiched between parallel pole pieces (20)(30) is driven by varying magnetic fields between a pair of stable positions in the first of which lugs (31)(41) and (22)(61) engage and in the second of which lugs (21)(41) and (32)(51) engage.
