The outlet end of the pipe (1) is enclosed by a length of pipe (3) of larger diameter, extending below the water surface (2), and the two pipes are sealed together at the upper end. Inside the larger-diameter pipe there can be a pivoting barrier (4) in the form of a plate, whose diameter parallel to its pivot axis (5) is less than the pipe diameter, while at right angles it is greater.
