The prefabricated insulating panels are of a hollow construction with granular infill (3) and may be utilised to build cold storage rooms for cargo ships or similar. The hollow interior is completely closed off and filled with the granular material, and the infilling grains are bound or joined together to form a solid block. The grains may be bound together by a solidifying binder, and the quantity of the binder may be sufficient to fill the voids in the grangular material. Alternatively the quantity may be sufficient to form a voided conglomerate.
