A punch dispenses a tape (C) carrying several punched hole reinforcing pieces (B) interlockingly with the motion of a handle (13) that raises and lowers a punching rod (14), a hold down (46) which locates a sheet of paper (A) on a base (23) to receive a reinforcing piece in the desired position and a pressing mechanism (17) to press the reinforcement piece firmly onto the paper. There is a hole in the handle and a horizontal pin attached to the punching rod passing through the hole with clearance to ensure that the punching rod is kept from descending to perform a punching operation until a length of the tape has been dispensed and the hold down and pressing mechanism have been actuated.
