PROBLEM TO BE SOLVED: To provide an optical input/output element, an optical deflection device, and an optical emission device capable of being arranged three-dimensionally with a simple configuration, ensuring high coupling efficiency, and appropriately suppressing wavelength dependency.SOLUTION: An optical input/output element comprises: a first optical waveguide 104b having a first end portion PB; a second optical waveguide 104a which is provided in parallel to the first optical waveguide 104b at a first distance therebetween and which has a second end portion PA disposed at a position projecting with respect to the first end portion PB at a second distance, one optical waveguide mode being formed between a clearance between the first optical waveguide 104b and the second optical waveguide 104a; and an optical input/output section to which light propagating through the clearance is input or which outputs the light propagating through the clearance, the light which has propagated through the clearance being refracted to the second optical waveguide 104a at a predetermined deflection angle with the optical input/output section set as a boundary.SELECTED DRAWING: Figure 1
