PURPOSE:To improve the size and positional accuracy of a covering material by arranging a flat roll at the base metal side and by arranging the stepping roll having a projecting part in the peripheral direction of the width corresponding to the stripe width of a covering material in a clad product at the covering material side. CONSTITUTION:A base metal 1 and covering metal 2 are overlapped, guided by a pair of rolling rolls 3, 4 and rolled. The rolling roll 3 at the base metal 1 side is a flat roll and the rolling roll at the covering metal 2 side is the stepping roll having a projecting part 5 in the peripheral direction on the periphery thereof. The width of the projecting part 5 is equivalent to the stripe width of the covering metal 2' of a partial clad metal 6. The base metal 1 and covering metal 2 are adhered by performing the rolling by rotating the rolling rolls 3, 4 respectively. Excess covering metal 2'' is easily separated with its shearing by the slitting effect due to the rolling reduction of the projecting part 5 simultaneously with rolling, consequently only the covering metal 2' which is located on the projecting part 5 is covered with its adhesion onto the base metal 1.
