PROBLEM TO BE SOLVED: To provide a motion vector detecting method which is wide in a search range and is adaptive to the interlace image which is capable of reducing the generation of a spurious vector and detector therefor. SOLUTION: The reduced image generators 3 and 4 within a reduced image vector detection part 30 generates reduced images so that the lines of an odd field and an even field may be even space on the reduced image based on the present frame stored in a frame memory group 2 and the image data of a search frame and stores the reduced image in a reduced image frame memory group 5. A block matching circuit part 8 determines a motion vector on the reduced image. A motion vector conversion circuit 9 converts the motion vector on the reduced image into the motion vector on an original image. A multistep search part 40 detects the final motion vector on the original image based on the candidate vector 10a supplied from the reduced image motion vector detection part 30.
