PURPOSE:To improve a follow-up property of a reformer temperature at the time of load rising by providing an element calculating dynamic compensation of a load signal at the time of load rising on a flow target value calculating means of fuel gas, air and fresh air respectively. CONSTITUTION:A reformer 9 operates through a burner 16 performing premixed combustion of fresh air and exhaust gas coming out of a cell body 12. The respective target value calculating means 21, 22 and 23 of fuel gas, air and fresh air have the respective flow function operation parts 21B, 22B, 23B, the imperfect differential operation parts 21D, 22D, 23D and the switch circuits 21C, 22C, 23C being connected with the respective adders 21A, 22A, 23A. A reformer temperature control part 20A is connected with an adder 21A of fuel gas. At the time of load rising, the switch circuits are turned ON, the respective imperfect differential operation parts perform a dynamic compensation operation, the reformer temperature rapidly approaches its target value for holding reformation capacity. |
