The orthogonal transformation coefficients coded by the coding circuit 4 are outputted form an output terminal 5 and a maximum value detection circuit 60 obtains a maximum value of the coefficient for each block with respect to the transformation coefficient A of the output form the orthogonal transformation circuit 2. Through the constitution above, the maximum value itself of the transformation coefficient equivalent to the maximum amplitude among frequency components included in each block is obtained.
