PURPOSE:To obtain high compression ratio, and to remove the blur or the unnatural deterioration of a picture by executing the high efficiency block encoding system of orthogonal transformation, etc., for the signal of each divided area, and executing the binary picture high efficiency encoding of two-dimen sional predicative encoding, etc., for the signal to represent the area. CONSTITUTION:An area divider 4 and an encoder 7 are provided, and a block is divided into n-pieces (n is 2 or larger) of parts, and n-pieces of the blocks are generated by supplementing a picture element to each of the divided parts, and encoding processing is executed to the generated blocks. Accordingly, a sharp edge is reproduced without losing its sharpness and further, accompanying few noise at the vicinity of the edge. Thus, the natural feeling of a reproduced picture is increased, and the unnatural deterioration of picture quality at the time of the encoding by only the orthogonal transformation can be removed. |
