PROBLEM TO BE SOLVED: To rapidly and reliably drain water in a floor construction wherein water is likely to stagnate. SOLUTION: The floor construction constituting the indoor floor surface of a building and having a draining function is a floor slab 10 having a flat surface 12 and made of concrete, a drain ditch 20a recessed in the flat surface 12 and having a slope in a longitudinal direction, a drain inlet disposed on the downstream side of the drain ditch 20a, mortar balls 30 scattering in the positions except the drainage ditch 20a on the surface of the floor slab 10, a floor substrate material 40 disposed through the mortar balls 30 with clearance created between the floor slab 10 and the material 40, and a floor covering material 50 disposed on the surface of the material 40. Drainage water flows between the floor slab 10 and the material 40 to enter the drain ditch 20a and flows into the drain inlet in accordance with the slope of the drain ditch 20a.
