PROBLEM TO BE SOLVED: To prevent short circuit between discharge electrodes, even if the discharge electrodes are formed thick by printing. SOLUTION: When a discharge gap 14 between discharge electrodes 12, 13 is formed by laser cut, a gas containing oxygen is sprayed to a cutting part, and the facing end surfaces of the discharge electrodes 12, 13 are oxidized, to form an insulating film 17.
