PURPOSE:To provide the subject process comprising the step of: causing a partial polymer which is obtained from a fluorine-containing vinyl monomer having ion exchange groups and a fluorine-containing polyvinyl compound, and adjusted in a specific viscosity to adhere to a porous base material, and thereafter completing the polymerization, thereby obtaining an ion exchange film which has an antioxidation property and a heat resisting property and further has functions which are difficult to be lowered.
