A tunnel construction method is provided to construct a tunnel in a shallow overburden area and to preclude water from being leaked in the tunnel. A tunnel construction method for a shallow overburden area comprises the steps of forming through holes(110) on the ground with shallow overburden, inserting injection pipes(120) to the through holes, and injecting ground reinforcements(140) through the injection pipes to harden the ground reinforcements; integrating the shallow overburden ground and the overburden substitute material forming part by exposing the overburden substitute material forming part to the outside; and transmitting the overburden substitute material by a transfer unit, and discharging the flowed rainwater to the outside naturally.
