An image monitoring system for a prison is provided to allow a user in a briefing room to watch prisoners accurately within the prison by improving the structure of a photographing unit so as to prevent the generation of dead spaces due to prison bars. A controlling unit(30) of a briefing room(3) is configured to watch an inside of a prison(1) by sensing the change of motion in images photographed by a plurality of photographing units(10). The controlling unit(30) has a motion detecting function part consisting of a sensitivity setting key and a power key. A user arbitrarily sets a sensitivity setting value according to the variation of pixels of the photographed image through the sensitivity setting key.
