A communication device, a transmission control method, and a transmission control program are provided to construct a communication system with high transmission efficiency by selecting a suitable destination. A transmission buffer(11) has multiple memory regions corresponding to each of multiple destination candidates as destinations of data. A detecting unit detects a data amount stored in each memory region. A destination selecting unit(12) selects one destination among the destination candidates based on the detected data amount. A transmission signal generating unit(13) reads a certain amount of data of the destination selected by the destination selecting unit from the memory region to generate a transmission signal.
