PROBLEM TO BE SOLVED: To provide a foundation heat-insulating structure in which an external facing material is constructed on the outside surface of a heat insulating material arranged on the outside of a foundation, and which is equipped with the function of effectively preventing a termite from crawling up to the side of a sill; and to easily construct the structure. SOLUTION: This foundation heat-insulating structure 100 with the anti-termite function comprises: the foundation 2; the sill 5 which is placed on the top surface 22a of the foundation; a heat insulating material 3 which is arranged along an outside surface of the foundation 2; the external facing material 9 which is provided on the outside surface of the heat insulating material 3; and anti-termite materials 41 and 42. Particularly, the anti-termite materials 41 and 42 comprise: bottom portions 41a and 42a, the anti-termite functions of which are provided at least on an undersurface side, and which are arranged astride the top surface of the foundation, that of the heat insulating material, and that of the external facing material; and side portions 41b and 42b with the anti-termite function, which are erected from the bottom portions 41a and 42a so as to cover the sill 5 from the outside, respectively. Additionally, a blocking material 7 is fixed to the outside surface so as to inhibit the termite from crawling up on the outside surfaces of the side portions 41b and 42b of the anti-termite materials 41 and 42.
