PROBLEM TO BE SOLVED: To obtain a composition for forming a hydrophilic film, which is useful for forming a hydrophilic film having excellent stain resistance and antifogging properties and improved abrasion resistance and a hydrophilic member that is formed from the composition for forming a hydrophilic film and has a surface having excellent stain resistance, antifogging properties, quick-drying properties of water etc., and abrasion resistance and to provide a method for producing the hydrophilic member. SOLUTION: The composition for forming a hydrophilic film comprises (A) a specific amphoteric ionic polymer (1) having a specific structure or an amphoteric ionic polymer (2) having a specific structure.
