PROBLEM TO BE SOLVED: To obtain a composition for forming a hydrophilic film, which is useful for forming a hydrophilic film having excellent stain resistance and antifogging properties and improved abrasion resistance and a hydrophilic member that is formed from the composition for forming a hydrophilic film and has a surface having excellent stain resistance, antifogging properties and abrasion resistance and to provide a method for producing the hydrophilic member. SOLUTION: The composition for forming a hydrophilic film comprises (A) an acidic polymer having an acidic functional group-containing structural unit and (B) an alkaline polymer having an alkaline functional group-containing structural unit. The composition for forming a hydrophilic film comprises (C) an acidic and alkaline polymer being a copolymer having an acidic functional group-containing structural unit and an alkali functional group-containing structural unit.
