PROBLEM TO BE SOLVED: To provide a coated base exhibiting low reflectance and high film strength from a coating film comprising a hollow silicone-based fine particle having excellent preservation stability in a fluid dispersion and excellent dispersibility in a coating film and a matrix for forming the coating film. SOLUTION: The vinyl-based polymer-coated hollow silicone-based fine particle has a cavity inside, while having an outer shell portion composed of a layer of a silicone compound (A) and a layer of a vinyl-based polymer (B). The coated base has the coating film formed from a coating liquid containing the vinyl-based polymer-coated hollow silicone-based fine particle and the matrix for forming the coating film alone or with other coating films on the surface of the base.
