Yarns are laid transversely to a web formed from them for use in reinforcing paper webs. Yarns are laid in loops whose shanks can be parallel or inclined and the loops are formed from a yarn supply fed to a yarn guide disposed above and between two rows of yarn tensioning elements moved in the direction of web formation. Loops are laid by two pairs of laying organs arranged for rotation in the vertical plane, whereby each pair consists of an array of members arranged for rotation about different axis in planes inclined to one another and further arranged for alternate laying of the yarn loops about the elements of the rows. Web formed by the rows of elements is removed from the elements.
