PURPOSE:To obtain a stable reproduced picture by selecting an interpolation data of a picture data with respect to a missing block according to an interpolation value by a movement information interpolation means. CONSTITUTION:An averaging circuit 46 obtains an in-frame interpolation data and its output is fed to a contact (b) of a switch 49. A readout address from a readout address generating circuit 44 is fed to a movement information memory 42 and a preceding frame memory 36, the movement information memory 42 outputs movement information of plural blocks near a block designated by a readout address and the preceding frame memory 36 outputs a decoded picture data of one preceding frame to a contact (a) of the switch 49. An averaging circuit 48 averages the outputs of the movement information memory 42 to form an in-frame interpolation data of movement information. The switch 49 is controlled by the output of the averaging circuit 48 to output the in-frame interpolation data or the inter-frame interpolation data. Thus, stable reproduced picture is obtained.
