PROBLEM TO BE SOLVED: To provide a control device, a control method and a control program which can reduce the harmful effect of a carrier frequency even in the case that any of a plurality of carrier frequencies cannot be used.SOLUTION: The control device is a control device for outputting control information so as to control a base station which uses a plurality of carrier frequencies for radio communication with a terminal. The control device includes a carrier control part for determining the coverage of a carrier frequencies of other base stations, or the coverage of a second carrier frequency on the basis of the coverage of a first carrier frequency in the case of receiving notification showing that abnormality of a radio communication device of the base station device using the first carrier frequency among the plurality of carrier frequencies is detected, and an output part for outputting the control information about the determined coverage to the base station.SELECTED DRAWING: Figure 1 |
