The present invention relates to a sheet holder for manufacturing an incombustible fiber-reinforced plastic (FRP) sheet, which allows a reinforced fiber sheet wound in the form of a roll to be dewound and supplied at a constant speed so that the reinforced fiber sheet is prevented from a failure while being supplied to an incombustible resin storage tank. The sheet holder for manufacturing an incombustible fiber-reinforced plastic (FRP) sheet is installed in an apparatus for manufacturing an incombustible FRP sheet by impregnating a reinforced fiber sheet with an incombustible resin, followed by heating and drying, and holds the reinforced fiber sheet to be impregnated with the incombustible resin. The sheet holder according to the present invention comprises: a base frame; a plurality of holders installed in both side portions of the base frame in the longitudinal direction at a predetermined interval; a plurality of sheet shafts installed rotatably in the holders at both ends thereof, wherein a sheet roll having a reinforced fiber sheet wound thereon is inserted to the sheet shafts; and a sheet retardation unit applying frictional force to the sheet shafts while being in close contact with the outer surfaces of the sheet shafts elastically.
