PURPOSE:To prevent the insulation breakdown and the unevenness of luminance for a dielectric layer and a protective layer covering the boundary part of a discharge electrode pair, by forming a surface discharge electrode having a high specific resistivity with mesa film, and by forming an electrode of low specific resistivity superimposingly on the remotes part of the electrode pair.
