From a paper roll (1) the paper strip (3) is passed through between a support (4) and a lever (5) constructed as a plate. The lever (5) constructed as a plate is mounted on a spindle (6). As long as the paper strip (3) is pulled parallel to the lever (5), it slides over the support (4). If it is pulled at right angles, i.e. in a horizontal plane, the lever (5) pivots about its spindle (6). By this means, the paper strip (3) is securely clamped between the short lever arm (7), which is pressed against the support (4), of the lever (5), and can be torn off. By changing the direction of pulling, the advance of the paper strip (3) is blocked so that the paper section can be torn off without the assistance of the other hand and without pulling jerkily. <IMAGE>
